Step 1 – Fun Invitations
One way to create a fun Tea Party Birthday Invitation is to use a paper doily. Make sure the doily is solid in the center so you can write out invitation details on it. Then fold the doily two even times and write the guests name on the outside followed by "Tea Time Starts At 1pm, Saturday 28th of May" or something similar. If you find it's too flimsy then pick out a nice pastel colored construction paper and glue the doily ever so gently to it and then write your Tea Party Birthday details on the inside.

Step 2 – Tea Party Decorations
Besides using roses and vases as the centerpiece you could also use after dinner chocolate mints or a favorite chocolate that looks elegant. Use a plain dish or small basket and add a lining of floral wrapping paper folding it over the rim of the dish. Then add the chocolates in a nice pattern. Kids will look forward to eating those!
Next if you have the time, go back and retrace some more teapots for hanging on the walls and also trace and cut out shapes of teacups and saucers.
Other decorations to have are pink and white streamers to hang from the ceilings, stuffed teddy bears or teddy bear cutouts and dolls.

If it's a proper tea party you'll need a few "light snacks" to tide the birthday guests over until dinner/lunch is served. If possible use silver trays to place the food on.
The best types of snacks for arriving guests are ones that are small like finger foods, more specifically, sandwiches. Make Peanut Butter & Jelly sandwiches and cut off the crusts, then cut them into rectangular shapes. If you don’t like PB&J then mini-ham sandwiches would do the trick.
Another idea is to have various types of nuts in mini dishes or other fun snacks like gummy bears or even graham crackers. And don't forget the donut holes or mini-donuts. M&Ms are good too, just separate them by color and place them in mini dishes, that goes for any type of colorful candies like skittles or jellybeans too.
When it comes to drinks iced tea is always a favorite. Have a few different varieties available. For example Lemon Iced Tea and Raspberry Iced Tea would do the trick. Save the "English Hot Tea" for the sitdown dinner. You don't want them to spill a hot drink so it's better to save the "real" tea for dinner.
Step 5 – Dinner/Ice Breaker Game
One thing you could do is since it's a tea party you'll have teacups and saucers at every setting. On the bottom of each teacup have a trivia question taped to it and they must read their question aloud. Or have numbers on each teacup and draw a number from a hat to give away a small prize. Make sure each person gets a prize and let the first person who's number was selected choose their prize.

At just about any grocery store you can purchase a box of variety teas which range from green tea to fruit flavored teas. For kids who don't like hot tea have some iced tea on hand to serve or even fruit drinks for non-tea drinkers.
No matter which drink each child prefers make sure they drink it in their teacup as it'll keep the atmosphere of the tea party. And that even goes for pop/soda also.
If you want to stick with hot drinks consider swapping hot tea for hot chocolate or hot apple cider.

A fun thing to do is have an auction. Using fake money placed below each saucer let the kids bid on presents not knowing what is inside each one. Again have enough presents, one for each guest.
One other great game that is widely played in England is "Pass The Present". You place a gift in a small box then wrap the gift around 10 times. Play classical music as the kids pass the present around the table. When the music stops one person unwraps a layer. When the final layer is unwrapped that person keeps the gift. Do this as many times as needed always changing the amount of wrapped layers.
A third fun Birthday Tea Party Game would be the Tea Pouring Server Race Game. Each person on the team will have to round the table filling one teacup each with tea or water. The starting player will fill the first cup on the table then have to round the table and give the teapot to the next in line. That second server will fill the second teacup then round the table and pass the teapot to the third server. You can change up the amount of cups to be filled, if you have only 6 guests/3 players per team, then each server would fill two cups before rounding the table and passing on the teapot.
Warning – Make sure you're using cool/cold water and not hot water! In this game water tends to be spilled a lot and you don't want anyone to get burned.
